Manitoba was the first province to establish a Provincial Nominee Program (PNP) in 1998. As a relatively small province with a limited number of newcomers, it required the PNP to position itself as an attractive destination for skilled immigrants. Since its inception, Manitoba has experienced remarkable success in immigration. The Manitoba PNP has been instrumental in contributing to the province's population growth, labor force expansion, and overall economic development.

About Manitoba PNP

The Manitoba Provincial Nominee Program (MPNP) was the first Provincial Nominee Program (PNP) in Canada. It became a permanent immigration initiative in 1998.

The program was established to enhance the province’s economy through immigration, tailored to meet its economic and labor market requirements.

In its inaugural year, the MPNP welcomed 418 new immigrants. Currently, the province nominates over 5,000 new immigrants annually through this program.

The MPNP has proven to be highly effective for Manitoba. In fact, without this program, the province’s GDP could be as much as 30 percent lower.

Manitoba is also a favored destination for newcomers. Having a friend or family member in Manitoba facilitates immigration through the MPNP. Furthermore, more than 90 percent of provincial nominees secure employment within their first year. The province boasts a high retention rate, with nearly 90 percent opting to remain in Manitoba.

The province offers various immigration streams, including both base streams and enhanced streams.

Enhanced streams are those that are connected to the Express Entry system, which the federal government utilizes to manage permanent residence applications across the country’s three primary economic class immigration programs.

The Express Entry system assigns candidates a point score based on the Comprehensive Ranking System (CRS). The candidates with the highest scores are invited to apply for permanent residence.

Receiving a nomination from an enhanced provincial program grants an additional 600 CRS points, effectively ensuring an Invitation to Apply (ITA) for permanent residence. Nominees also receive their nomination through their Express Entry profile.

Base streams, on the other hand, are not connected to the Express Entry system. Candidates who receive a provincial nomination must apply directly to Immigration, Refugees and Citizenship Canada (IRCC).

Manitoba Immigration Streams:

If you are considering immigration to Manitoba, you have five options available to you:

The Skilled Worker in Manitoba Stream is designed for qualified temporary foreign workers and international student graduates who are currently employed in Manitoba and have received a permanent, full-time job offer from a Manitoba employer.

The Skilled Worker Overseas Stream caters to qualified skilled workers who may be located outside of Canada but can demonstrate a significant connection to the province. Additionally, skilled workers already residing in Canada may also qualify for this stream.

The Manitoba Business Investor Stream is intended for applicants aiming to establish a business within Manitoba.

The International Education Stream is available for international graduates from a Manitoba post-secondary institution who wish to remain in Manitoba permanently.

The Morden Community Driven Initiative targets welders, carpenters, cooks, plumbers, and pipefitters who aspire to settle in the rural community of Morden.

Skilled Worker in Manitoba Stream

The Skilled Worker in Manitoba Stream comprises two distinct pathways:

Manitoba Work Experience Pathway

This pathway is designed for individuals currently employed in Manitoba under a temporary work permit. It encompasses both temporary workers and international graduates from Canadian post-secondary institutions.

Employer Direct Recruitment Pathway

To qualify for this pathway, candidates must undergo an interview with a representative from the MPNP and a Manitoba employer. These interviews take place outside of Canada. An Invitation to Apply must be received prior to submitting an application through this pathway.

Application Fee: CAD $500

Processing Time: 6 months

Minimum Requirements:

  • Must be a temporary foreign worker or an international student graduate
  • Must possess a valid Work Permit or Post-Graduation Work Permit
  • Must have a permanent, full-time job offer from their current employer in Manitoba
  • Must have been employed by their current employer for a minimum of six continuous months
  • Must meet all qualifications necessary for the position, including training/education and any required licenses or certifications
  • Must demonstrate proficiency in English or French to effectively perform the duties outlined in their job description
  • Must have a stronger connection to Manitoba through employment than to any other province in Canada
  • Must intend and be able to live, work, and establish their work and family life in Manitoba as a permanent resident, as evidenced by a Settlement Plan
  • Must possess sufficient funds (CAD $10,000 for the primary applicant and CAD $2,000 for each dependent included in the application)
  • The employer must operate a registered commercial business that has been in operation for a minimum of three years
  • Working conditions must align with those of Canadians or permanent residents

How it operates:

Initially, you are required to submit an Expression of Interest (EOI). This entails completing a series of online questions. Based on your responses, you will be assigned a score.

Candidates with the highest scores may subsequently be invited to submit an MPNP application.

If your application is successful, you will obtain a provincial nomination from Manitoba. This nomination can then be utilized to apply directly to the Canadian federal government for permanent residency visas for yourself and your family.

In the case of applying through the Manitoba Employer Direct Recruitment Pathway, you will undergo an interview outside of Canada conducted by a representative of the MPNP. Additionally, you will be interviewed by a qualified Manitoba employer. This will occur prior to receiving an invitation to apply.

Skilled Worker Overseas Stream

The Skilled Worker Overseas Stream comprises two distinct pathways:

Manitoba Express Entry Pathway

This pathway is designed for individuals who possess an active Express Entry profile and qualify under another MPNP stream. Applicants must also have experience in an occupation that appears on Manitoba’s In-demand Occupations list and demonstrate a strong connection to the province of Manitoba.

Human Capital Pathway

This pathway caters to foreign skilled workers who have experience in an occupation listed on Manitoba’s In-demand Occupations.

Application Fee: CAD $500

Processing Time: 6 months

Minimum Requirements:

  • Must achieve a minimum score of 60 out of 100 on the points assessment grid
  • Must establish a connection to Manitoba through support from friends or family residing in the province, prior work experience or education in the province, or by receiving an invitation to apply from the MPNP. Additional requirements may apply based on the nature of your connection
  • Must possess at least six months of experience in an In-Demand occupation
  • Must provide a complete Career Plan
  • Must be at least 18 years of age
