Canada uses the Comprehensive Ranking System (CRS) to identify and select skilled workers who are most likely to succeed in their country’s labour market.

The CRS benefits both Canada and the immigrants it selects. It is a detailed, evidence-based scoring and ranking system that enables Immigration, Refugees and Citizenship Canada (IRCC) to admit individuals who are best positioned to make meaningful contributions to the Canadian economy.

Further supporting this approach, a 2020 IRCC report evaluated the outcomes of immigrants admitted through Express Entry since its introduction in 2015. The findings showed that Express Entry immigrants have high employment rates, strong earnings, and low unemployment—results that underscore the effectiveness of the CRS in selecting top candidates.
